Food Service – Hotel Restaurant Institutional|Manila|Philippines|10/03/2022

With the further relaxation of COVID-19 restrictions, increased consumer mobility resulted in higher foot traffic in restaurants and hotels. Consumers have become more confident in dining in restaurants. Coming from a low base, key food service establishments remain optimistic about growing the food service industry by 12 percent despite supply chain disruptions and inflation. Last year, U.S. consumer- oriented agricultural exports to the Philippines ranked the highest in value in Southeast Asia. Post forecasts a 16 percent increase in U.S. consumer-oriented exports.

Deli Shops Market Brief|Manila|Philippines|07/13/2022

The convenience provided by deli shops combined with the popularity of online platforms facilitated increased home consumption of imported premium products, especially U.S. beef, during the pandemic. As the country rolls back pandemic mobility restrictions, deli stores supplying to individuals, restaurants, hotels, and events should experience continued sales increases, recovering to pre-pandemic level in 2023. Deli shops provide opportunities for U.S. beef, cheese, wine, and spirits.

Though the sector failed to sustain growth last year, key retail companies remain confident about growing the market in 2022. Post estimates the retail food sector will achieve six percent growth this year. Despite shipping challenges, the United States remains the largest exporter of food and beverages. Post forecasts U.S. food and beverage exports to grow eight percent in 2022 with strong opportunities for milk, cheese, meat, poultry, baked products, fruits, vegetables, wine, and pet food.

The Philippines is the ninth largest market for U.S. agricultural exports and the largest destination for U.S. consumer-oriented products in Southeast Asia. The United States is the largest single-country supplier of agricultural products, although ASEAN countries benefit from lower tariffs and have more market share as a group. U.S. agricultural exports in 2021 are forecast to grow 9 percent from the previous year to a record $3.4 billion, despite COVID-19 continuing to disrupt logistics, business operations, and the movement of people. High-value, consumer-oriented products with the best prospects for export growth include red meat and poultry, prepared food, apples, grapes, and processed fruits and vegetables.

On November 4, 2021, the Philippine Department of Agriculture’s Bureau of Animal Industry (BAI) and National Meat Inspection Service (NMIS) issued Joint BAI-NMIS Memorandum Circular No. 3. The Joint Memo Circular indefinitely extends the moratorium on the strict implementation of minimum labeling requirements for imported meat and poultry until existing guidelines and regulations are reviewed and amended.

Post expects the Philippine food service sector to shrink by a further 13 percent to $7.4 billion in 2021, following its 44 percent decline in 2020. With the spread of the Delta variant of COVID-19, people are hesitant to return to restaurants. Recent lockdown measures to contain the pandemic have triggered further losses on on-premises sales. Most food service providers remaining in operation have shifted to online delivery platforms and curbside pickups. Larger chain restaurants have made inroads by selling ready-to-cook meals at retail stores. Despite reduced food service sales and strong competition from other suppliers, U.S. consumer-oriented agricultural exports to the Philippines are set for a record year, with trade up 35 percent to $840,000 through July 2021.

Minimum Labeling Requirements For Imported Meat and Poultry Strictly Enforced| Livestock and Products, Poultry and Products|Manila|Philippines|07/29/2021

On July 27, 2021, the Philippine Department of Agriculture’s National Meat Inspection Service issued Memorandum Circular No. 07-2021-018, reiterating the minimum labeling requirements for imported meat. According to the Memorandum Circular, imported meat and poultry inappropriately labeled based on the requirements shall be seized and subject to confiscation and disposal. Exporters are strongly advised to work closely with their local importer to ensure that expiry or best before dates are included in the labels.

Philippines Lowers Pork Tariffs and Raises Quota Volume| Livestock and Products, SP2 – Prevent or Resolve Barriers to Trade that Hinder U.S. Food and Agricultural Exports, Trade Policy Incident Report, Trade Policy Monitoring|Manila|Philippines|05/17/2021

Responding to surging pork prices due to African swine fever’s devastating impact on the hog sector, the Philippines has temporarily lowered pork tariff rates and increased the quota volume. On May 15, 2021, President Duterte issued Executive Order 134, setting pork tariffs significantly lower than the original 30 percent in-quota and 40 percent out-quota rates. EO 134 follows considerable pushback by domestic industry and Congress to Executive Order 128, which the President issued on April 7, 2021 and set rates at 5 percentage points lower than EO 134. The President also issued Executive Order 133 on May 11, 2021, raising the Minimum Access Volume or tariff rate quota of pork imports from 54,210 MT to 254,210 MT.

Post’s forecast for Philippine pork production in 2021 turns negative as ASF continues to discourage commercial operations from reinvesting in the sector, which in turn has led to spiking consumer pork prices. Meanwhile, Post’s poultry production forecast for 2021 remains unchanged, while import demand, specifically for mechanically deboned meat, continues to replace raw pork materials in processed meats in order to accommodate restrictive local government policies on the entry and sale of pork-containing products.

Meanwhile, the United States maintains strong market share within the Philippines, second only to ASEAN. Top U.S. exports include soybean meal, wheat, dairy products, prepared food, and processed vegetables. Despite COVID-19 disruptions to trade flows, business operations, and consumer welfare, U.S. agricultural exports to the Philippines are up 12 percent through September 2020, while FAS Manila forecasts year-end sales will reach a record $3.1 billion, topping 2019 by seven percent. High-value, consumer-oriented food and beverage products with the best prospects for future export growth include fresh fruits and vegetables, poultry, prepared food, processed fruit and vegetables, and red meat.

While the Philippine food service sector was set to grow eight-plus percent in 2020 to $16 billion, COVID-19 related measures have reduced prospects to less than $7 billion. Food establishments that have attempted to re-open have been forced to adapt to changes in regulatory requirements and consumer preferences while importers have been forced to create new sales channels to offset lost sales. Meanwhile, despite increasing competition and an expectedly less brilliant peak consumption outlook this 2020 holiday season, U.S. consumer-oriented agricultural exports to the Philippines remain on track to set a new record, $1.15 billion, by the year-end.

Post expects a larger drop in pork production of 20 percent in 2020 as African Swine Fever remains a major concern in Luzon and parts of Mindanao. Chicken production is also likely to decline by 15 percent this year, reversing the initially bullish outlook. Demand for beef, pork, and chicken remains weak due to limited operations of the food service sector and other COVID19 quarantine restrictions. Although shipments of chicken leg quarters and pork have slowed significantly, imports of mechanically deboned chicken meat remain strong due to the growing demand for processed meat products during the pandemic. Farm gate prices of meat and poultry continue to increase, but retail prices have remained relatively stable as a result of the Philippine Price Act. Beef and pork imports are forecast up in 2021, while chicken imports are expected to maintain their current level, as demand recovers and quarantine restrictions are loosened.

The Philippine food retail sector has grown 25 percent over the past five years, reaching approximately $50 billion in 2019. Since the start of the COVID-19 outbreak, consumers have been increasingly cooking food at home, driving a surge in purchases of local and imported food and beverage products from supermarkets and online portals. This unprecedented shift from food service to food retail has created opportunities for more U.S. food and beverage grocery products to enter the market. FAS Manila forecasts food retail sales in 2020 will reach $60 billion, up 20 percent from the previous year.

Due to low farm gate prices in the second quarter of 2020 as a result of the challenges of COVID-19, Post has lowered chicken meat production to three percent growth over the 2019 level. Imports have also been adjusted down to reflect the drop in overall demand. Post forecasts a larger drop in pork production of 15 percent (compared to its previous forecast of a nine percent decline) in 2020, as African Swine Fever policies continue to limit the movement of pork and live animals, and commercial farms remain cautious about their restocking programs. Pork imports plunged 40 percent from January to May 2020 compared to the previous year, but Post expects a recovery in the second half of the year to augment local supply.

The United States is the Philippines’ largest supplier of agricultural products with a 28 percent market share. In 2018, the Philippines ranked as the eleventh largest global market for U.S. agricultural exports, with soybean meal, wheat, dairy products, pork and pork products, and poultry as the top five products. Buoyed by strong consumer spending, the Philippine economy is forecast to grow six percent amidst global market uncertainty. Despite slowdown in the first three quarters, FAS Manila is optimistic that sales of U.S. agricultural products to the Philippines will reach a record $3 billion by year-end as shipments arrive in time for the holiday season, surpassing the previous year by 1.5 percent. High-value consumer-oriented food and beverage products are the best prospects for future export growth, including pork, cheese and cheese products, frozen and powdered eggs, fresh fruits and vegetables, and processed fruits and vegetables.

The food retail industry sold a record $47.7 billion in 2018, and Post forecasts sales in 2019 at nearly $50 billion. Mechanically Separated Poultry Tariffs Reduced|Trade Policy Monitoring|Manila|Philippines|7/8/2019

On June 13, 2019, President Duterte issued Executive Order No. 82 (EO 82), reverting tariff rates for Mechanically Deboned or Mechanically Separated Poultry (MDM/MSP) to five percent for chicken and 20 percent for frozen whole turkey. These rates had previously jumped to 40 percent as a result of the recent passage of the Rice Tariffication Law, but will now remain at the lower tariff until December 31, 2020.

Rice Tariffication Law Enacted|Grain and Feed|Manila|Philippines|2/21/2019

On February 14, 2019 President Rodrigo Duterte signed into law Republic Act (RA) No 11203 which replaces rice import Quantitative Restrictions with tariffs.  Implementing Rules and Regulations (IRRs) will be issued within 45 days, and are expected to clarify specific roles of the various agencies involved in the implementation of RA 11203.  Increased rice imports are expected mainly from Association of Southeast Asian Nations-member countries as a result of RA No. 11203.

The Philippines imports virtually all of its dairy products, especially milk powder, as domestic production cannot meet the country’s dairy requirement of 2.0 million metric tons (MMT) liquid milk equivalent (LME), according to the National Dairy Authority (NDA). The Philippine Department of Agriculture Bureau of Animal Industry issued Memorandum Circular No. 4 which announced that effective July 1, 2017; it would no longer issue Sanitary and Phytosanitary Import Clearances (SPSIC) for processed food products of animal origin intended for human consumption. The Department of Health (DOH) through the Food and Drug Administration (FDA) shall be responsible for the overall regulation of all activities pertaining to processed foods.

Philippine agriculture contracted 1.4 per cent in 2016, attributed mostly to damage from typhoons Karen and Haima during the fourth quarter. The crops subsector declined 3.3 per cent, while the fisheries subsector shrunk 4.2 per cent. However, the livestock and poultry subsectors expanded 4.6 per cent and 1.4 per cent, respectively. The Philippines and member states of the European Free Trade Association (EFTA), namely, Iceland, Liechtenstein, Norway, and Switzerland, signed a comprehensive and broad Free Trade Agreement (FTA) on April 28, 2016. Philippine agriculture contracted 4.53 per cent in the first quarter of 2016 due to a prolonged dry spell and damages caused by typhoons in the later part of 2015. The U.S. has long been the leading supplier of wines to the Philippines. Since 2009, the Philippines has been the largest U.S. wine market in Southeast Asia in terms of volume. In 2015, U.S. wine exports to the Philippines reached 3.3 million liters, valuing at US$9.8 million, which is an increase of 35 and 23 per cent respectively from the previous year. Philippines open the potato import market

In June 2013, the Philippine Department of Agriculture formally allowed the importation of U.S. fresh table stock potatoes for consumption. Prior to the USDA negotiated market access, all U.S. fresh potatoes entering the Philippine market were restricted to chipping and processing purposes. By doubling 2009 levels in 2012, exporters achieved the White House National Export Initiative (NEI) five-year target a full two years early. Driven by a thriving economy, a rapidly growing middle class, and a strong reputation for quality, this impressive export achievement has carried through most of the decade. Sales in the Philippine Hotel, Restaurant and Institutional (HRI) food service sector have grown by 99 percent over the past five years to an estimated $4.25 billion in 2012. A booming economy, the proliferation of malls and shopping centers throughout the country, and a growing influx of tourists have all contributed to this strong growth.
